Public policy

Public policy is a set of clearly defined relations that are formed as a result of all kinds of interactions between groups, based on the retention, exercise and conquest of power. State policy aims to satisfy the significant interests of the inhabitants of the country. It receives various kinds of impulses from society, which primarily seeks to achieve its goals, while satisfying, first of all, its own needs and interests. The state is involved as a mediator in the regulation of all kinds of emerging conflicts and disputes.

State policy is an integral and qualitatively defined area of ​​social life. Its structure includes such components as the political consciousness, the political process and, of course, the political system, the main institution of which is the state.

State political activity, as a rule, has a huge range of types and types. One of them is the state revenue policy. It is an integral part of social policy. Its goal is to solve important problems. The first task is to provide assistance to those sections of the population who especially need it (this is due to social security). At the same time, redistribution of state revenues from the population is carried out by levying various taxes and fees. Given the fact that state policy in Russia is aimed at helping the poor, it can be concluded that taxes received from people with large incomes are transferred to people in need.

All this happens with the help of social transfers, that is, monetary systems that make payments to the population. Their goal is to prevent crime, develop the principles of humanism in society, as well as support demand.

State policy as a whole is aimed at ensuring that a significant part of the organization of the budget and distribution of income is received by the population who need them. This in turn contributes to the normal reproduction of the workforce and the reduction of tension in society. But such a redistribution of the budget, as a rule, is most often limited by the financial capabilities of the state, since budget revenues may not be so large, which, in fact, leads to a budget deficit. If a decision is made to finance even in such a situation, most likely, this will lead to an increase in taxes on the population so that expenses are covered and, as a result, to inflation. And this will significantly undermine the normal functioning of a market economy.

From the foregoing, we can conclude that public policy is primarily aimed at meeting the needs of society and ensuring its members a normal development and a decent standard of living.
