The appearance of quadrocopters in wide sale has led to the interest of many in these devices. Someone is attracted to the process of launching a drone, someone wants to make unforgettable pictures with it, someone uses it for practical purposes for their own experiments. But not all citizens of the Russian Federation know that in our country in order to launch an unmanned aerial vehicle it is necessary to obtain the appropriate permission to fly a quadrocopter.
What legislative acts govern this, how to register, what difficulties there are, what documents need to be submitted and received, we will analyze in the article.
Do i need permission?
The permission to fly quadrocopters began to be issued for the first time in the USA after an incident with a similar device near the White House. Following this, attention was paid to drones and the governments of other states, including the Russian Federation.
In our country, the launch, flight of quadrocopters is standardized by the Air Code. This legislative act is in the public domain.
So do I need permission to fly a quadrocopter in Russia? In accordance with the latest amendments, such devices are not subject to mandatory state registration. However, for their launch, you must obtain a pilot license.
In Russia, permission to fly a quadrocopter, device control in certain areas are authorized to issue regional, local government stations.
Legislative regulation
How is this regulated by Russian law? Obtaining permission to fly a quadrocopter, as well as all other issues related to the operation, piloting, state registration of such devices, are governed by the following acts:
- Air Code of the Russian Federation.
- Criminal Code, Art. 271.1.
- AK RF, Art. 11.4.
- The rules of operation of the Russian airspace, adopted at the federal level.
What can be exploited?
Pay attention to the fact that not all drones can be launched on the territory of the Russian Federation. Only the following models are allowed:
- Syma.
- Gopro Karma.
- Yuneec.
- DJI (Inspire, Mavic, Phantom 2,3,4).

Do I need a registration?
How to get permission to fly a quadrocopter? It is necessary to contact the local state inspectorate on this issue. But what about registering such devices?
Recall that from July 5, 2017, a precept began to be in force, obliging citizens to register a civilian drone weighing 250 g - 30 kg manufactured and imported to the Russian Federation. The procedure was to be held in accordance with the procedure established by the Government of the Russian Federation.
The operator of the accounting system BVS (unmanned aerial vehicles) should be appointed "ProtectionInfoTrans" FSUE. To identify the devices, it was supposed to use radio-frequency beacons operating within a radius of 300 meters.
But this bill was negatively perceived by society. In particular, by photographers, videographers who are fascinated by shooting from drones. As a result, the mandatory registration of quadrocopters weighing up to 30 kg was canceled in the Russian Federation.
New registration method
Also, a new method for registering drones was proposed - using special RFID tags. They must be attached to the body of the drone and perform the function of a transponder. The proposal was put forward by ZashchitaInfoTrans.
With the help of such marks, the operators of reading devices can at any time open information about a particular quadrocopter. FSUE offers the opportunity to make an application for assigning such a label via the Internet. The cost of such a βpleasureβ is within 500 rubles.
If you buy a good quadrocopter, it can weigh more than 30 kg. To register it, you need to provide detailed technical data for your device:
- information on its modification;
- indication of the manufacturer;
- serial number;
- other important registration parameters.
After the owner of the drone submits an application, the drone will be assigned an individual RFID tag. It is installed on the device. The owner of the copter is issued and the relevant documentation. In addition to registering through ZashchitaInfoTrans, the device must also be registered with the FSB.
Required documents
So, quadrocopter owners in the Russian Federation need to get permission to launch a drone, regardless of the manufacturer, modification or weight of the device. To obtain such paper, you must collect the following documentation:
- A document certifying the airworthiness of the product.
- Certification of the legitimacy of control of an unmanned aerial vehicle.
- Access to the operation of this aircraft.
Action algorithm
Obtaining permission to fly a quadrocopter in Moscow and other Russian settlements is strictly necessary. Owners of such a technique need to follow this algorithm:
- Make an application at the Federal Air Transport Agency.
- After its consideration, you can either be given permission to fly a quadrocopter, or reject the application.
- Provide the government with the route your drone will follow. This must be done before it starts.
- A few hours before the start of the device, notify the dispatcher about the upcoming flight.
- When taking off and landing the drone, stipulate each of your actions for piloting the device with a dispatcher.
Features of the registration procedure
Obtaining permission to fly a quadrocopter in 2019, registering drones weighing more than 30 kg, is accompanied by certain bureaucratic difficulties. Filling in the required documentation for piloting the device is very time consuming. In addition, to get registered it will be useful to get the support of an experienced lawyer.
As the owners of "heavy" drones themselves testify, the most difficult step in registration is the registration of the drone in the FSB. Here it is required to report the data that was used during the state registration process to get the tag. But the difficulty is that you will not be able to register online, via the Internet. You will need to go to Moscow to visit the department of the Federal Air Transport Agency.
Difficulties in the process
Two more difficulties are also highlighted:
- To register a drone weighing more than 30 kg, you need to submit a certificate for it. But this is in many cases impossible, since a mandatory certification procedure is not introduced for such devices.
- All flight routes of an already registered drone must be provided to state authorities in advance. To launch your copter, you must obtain approval of its air route.
Important safety precautions
What about the cities of Russia? For example, Perm? Permission to fly a quadrocopter in Perm, according to local owners of drones, can easily be obtained from the city administration.
But having permission is not enough to safely start the device. It is important that its owner follows the important rules for operating such aircrafts:
- It is undesirable to launch copters in crowded places. In the case of improper piloting, failure to control the device, you can accidentally direct it into the crowd. This can cause serious personal injury. After all, the weight of such devices can exceed 30 kg, as we have seen.
- The best option for launching a drone is a deserted countryside. In addition, there are more opportunities for piloting the device.
- Drones should not be launched over specially protected objects. For example, over military units, training grounds, military installations under state protection.
- Climbing a drone of more than 150 meters is considered dangerous. The risk is great that you can lose control over it from a wireless remote control. By the way, to prevent this from happening, many manufacturers of quadrocopters set a certain height limit for their products.
Where can I not start the device?
Which quadrocopters do I need permission to fly? For all valid models in Russia. Regarding the registration of devices, for copters weighing less than 30 kg it is not required.
We also note the area where launching a drone in the Russian Federation is considered a direct violation of the law:
- strategic, military zones of national importance;
- large industrial buildings;
- private protected areas;
- piloting near high voltage power lines.
There is also a restriction on the launch of unmanned aerial devices in crowded places.
Violation of the rules
Without obtaining permission to fly, you can neither launch a quadrocopter, nor conduct photo / video shooting from your drone. If you violate this legislative signing, then you need to be prepared to bear responsibility for this.
In particular, you may be fined in the region of 5-30 thousand rubles.
How is it in other states?
The Russian Federation is not a pioneer in the field of legislation governing the flights of unmanned aerial vehicles. As we noted at the beginning of the article, the first laws governing the flight of quadrocopters and other types of drones were adopted in the United States. And much earlier than in Russia.
There it is also necessary to obtain permits for the launch and operation of civil unmanned devices weighing 200 g - 25 kg. The application is accepted in government agencies via the Internet, by e-mail. The owner of the quadrocopter in this electronic document lists all of his contact information.
Further information about it is entered into a special database. The quadrocopter is assigned an individual registration number. He comes in a reply email. It also contains the necessary registration data.
As for the quadrocopters purchased later by the same owner, they will be registered for the number assigned once to him. The procedure costs about $ 5 (about 300 Russian rubles).
As for other countries, in Canada allowed the launch of unmanned devices to a height of not more than 90 meters. The European Union does not have common standards for piloting drones. Each EU state has its own order.
When buying even the smallest and simplest quadrocopter, be tuned that this device cannot be operated "just like that." You need permission to run it. In a number of cities of the Russian Federation, this can be done without problems in the local administration. But the procedure for state registration of drones weighing more than 30 kg is already more complex and costly, associated with bureaucratic difficulties.
