Every year in the world the number of cars on the road increases. People get a driver’s license and become happy owners of foreign cars. But, in addition to joyful moments, ubiquitous motorization has the main disadvantage - increased accident rate on the roads. In Russia, more than 10 thousand people die every year in road accidents. Therefore, the problem of road safety does not cease to be relevant. To solve it, the traffic police was created in Russia. Deciphering the abbreviation is of interest to many people.
History of creation, the meaning of the abbreviation
Traffic safety control is carried out by state and municipal authorities. But in each state there are special units of the Ministry of Internal Affairs, whose activities are aimed at solving problems, problems and traffic issues. In the world they are called differently. In the Russian Federation it is the State traffic inspectorate, which is an interdepartmental structural unit of the Ministry of Internal Affairs. The concept of the traffic police (the decoding will be presented below) first appeared in 1936. First, the State Automobile Inspectorate was created , which the people abbreviated as the traffic police. In 1998, it was renamed the STSI (decryption - State Inspectorate for Road Safety).
Structural units
The traffic police is part of the Ministry of Internal Affairs of Russia. Its system includes territorial, specialized units and institutions of a research type. Few know how to decrypt the traffic police. This concept refers to the State Inspectorate for Road Safety. The main department here is a federal body. The concept of the traffic police, the interpretation of the abbreviations are prescribed in legislative acts. Presidential Decree No. 711 stipulates that the State Traffic Inspectorate conducts federal supervision and performs licensing functions in the areas of road and traffic safety. The traffic police system includes:
- unit at the federal level - General Directorate;
- special purpose center;
- units of the inspection of territorial bodies of the Ministry of Internal Affairs;
- specialized units;
- subdivisions by cities, regions, municipalities;
- scientific, research institutions.
Territorial authorities, departments, traffic police units have dual subordination. They are linearly subordinate to the appropriate ATS, and in the functional part to the higher authorities of the traffic police. The minister or the head of the internal affairs department appoints the head of a separate link of the traffic police and his deputy. The higher authorities of the inspectorate manage the lower links. The Minister and the Head of the Interior decide the organization of work of all subordinates.
The legal basis of the traffic police and its activities
The Law "On Police", approved by the president "Regulation on the traffic police", the Administrative Code of the RSFSR, the Government Decree "On Road Safety" form the legal basis of the traffic police. This includes other legislative acts. What is the traffic police and what it does, not everyone knows. The State Inspectorate has elements that are characteristic of administrative supervision. The functions (lines of activity) of the inspection are:
- design, arrangement of roads and control of their condition;
- registration of vehicles and verification of their condition (ensuring the proper quality of transport);
- the admission of drivers to drive the vehicle, the application of appropriate measures to them for failure to comply with the rules in the field of traffic;
- educational work with other participants in the movement (passengers, pedestrians, cab drivers);
- search for stolen cars;
- escort of dangerous goods and more.
STSI participates in the development of laws, government decrees, orders in the Ministry of Internal Affairs, other legislative acts that are related to ensuring safety in the fields of road and traffic.
Road Patrol Services
The provision "On the State Inspection of Road Safety" gives the concept of traffic police. The main tasks of its traffic police (road patrol services) are also defined there.
- Saving the life, property of each participant in the sphere of traffic; protection of their rights, as well as legitimate interests.
- Protection of interests at the public and state levels.
- Ensuring safe conditions in the areas of traffic and their smooth functioning.
- Prevention, suppression of administrative offenses in the areas of traffic.
A special role in the activities of traffic police is given to monitoring the observance of speed limits by traffic participants. This is carried out using special technical means. The traffic police officer is required to pass the test for knowledge of the rules for the use of radars.
