For a couple of years now, they have been talking about the introduction of a new law, according to which education at school has become paid. The mind is an incomprehensible innovation! After all, the right to education is vested in the citizens of Russia in the Constitution! True, there is no mention of the free right to secondary education.
Similar exclamations sounded all 2011: at schools teachers were indignant, and parents literally "stood on their ears."
In fact, the introduced law on paid education, as the public called it, is completely different. Its content is intended to give schools other rights and obligations than it has been up to now. Based on them, schools can provide their wards with the opportunity of paid classes, but only for the benefit of the school and students, from which parents can always refuse.
Thus, the usual set of school subjects remained untouched by selfish goals: they are still free, both in elementary school and in middle and high school.
This form of "government" was called the "Autonomous Budget Organization." And since the adoption of the law, its entry into force, many schools (in the summer of 2011) have switched to this form. Now they receive funding in the form of subsidies from the budget. To receive money you need to submit a state order form. It prescribes the number of hours for the school curriculum for each basic subject. The law on paid education, let's call it conditionally so (although it is “On Autonomous Institutions”), helps to sort which subject is free and which is paid (they were called “core”).
The danger for parents and their children-students remains: will they receive the necessary knowledge in the shortest possible time? Additional classes are paid out of pocket of parents. Only after gaining access to the state order of the school, you can find out exactly what subjects or in what subjects your child needs additional lessons. The fact is that each school (despite the existence of a compulsory educational minimum - paper that should be oriented to) made such a state order at its discretion, and it was approved by a higher authority - the local "Office of Education of the City Administration."
Of course, parents are interested in the amount: depending on the needs of the child, the region of residence, up to 6 thousand rubles may be required. per month. After the name of such a considerable amount, the "law on paid education" no longer seems a myth.
Needs can be calculated by determining the fate of the child in advance: what university he will enter, what subjects for this he needs to choose to pass the exam. How can this be done already in the 5th grade or even in elementary school? It is incomprehensible ... For admission to a medical institute, more classes in biology and chemistry are needed. For the physical and mathematical orientation - physics, algebra, geometry.
I wonder what the law on paid education in school is justified. The Minister of Education assures that it was possible to increase the amount of money with this form of government. As well as the level of professional suitability of many teachers. Competition has grown, because of which teachers are forced to improve their skill level and constantly take advanced training courses.
Such measures are also justified by the government by the need to legalize the earnings of tutors, to give teachers legal grounds to conduct lessons for a fee.
Perhaps, indeed, the law on paid education carries a rational grain. As a rule, tutors are hired immediately before the exam. Spending several thousand, it is impossible to be sure that the child will have time to fill in all the gaps in learning. And if you start already from the 5th grade ... True, the fate of the child, his professional growth will be predetermined even before the time comes for this (psychologically professional self-determination begins somewhere in the 8th grade).
Be that as it may, parents will have to accept a “paid secondary education”, the law should be studied so as not to let your child’s life drift. Especially now that the leading party has advanced yet another bill on education. Changes in the system will occur based on the experiments ...
