Definition of a concept

Diplomatic ranks are class ranks that are assigned to persons holding government posts in the Ministries of Foreign Affairs, consular organizations or diplomatic missions. In some countries, the practice of ranking diplomats by the type of public servants adopted in that country is allowed.

Regulation in the Russian Federation

In Russia, the assignment of diplomatic ranks is regulated by Presidential Decree (then still B.N. Yeltsin) No. 1371, approved in the fall of 1999 - October 15. The legislative act survived three editions, the last of which was in 2006.

The decree applies to all persons performing work of a diplomatic nature:

  • in government positions in the Russian Federation;
  • in the posts of the state federal civil service in the Ministry of Foreign Affairs;
  • in Russian consulates;
  • in the diplomatic missions of the Russian Federation;
  • in the territorial representations of the Ministry of Foreign Affairs on the territory of the Russian state.

Directives on the establishment of monthly wages for diplomatic workers are directly related to this act. Hence, the salary of representatives of the entire diplomatic gradation is directly commensurate with the rank they occupy. The total wage is formed according to the scheme: salary by rank + certain bonus in accordance with the position held.

Assigning Ranks

According to the decree on diplomatic ranks, the assignment of the latter in the Russian Federation occurs in strict accordance with:

  • regulatory legal acts of Russia;
  • requirements for the level and specifics of vocational education;
  • experience and experience of a particular official;
  • knowledge of the Constitution, Federal Law and other legal acts directly or indirectly related to the position held;

  • The last diplomatic rank assigned to a person shall be retained for life.
  • The decision to assign a rank is the prerogative of the Ministry of Foreign Affairs or the President of the Russian Federation. A record of the increase is made in the personal file and work book of the diplomat.
  • The assignment of a minimum rank (attache) to graduates of relevant educational institutions is the prerogative of the certification committee. This act takes place only after passing a professional test.
  • If the employee’s service contract implies the existence of a certain period of service test, then after this time he has the right to be submitted to a minimum rank according to his position.
  • If the dismissal of a diplomat was illegal, then the break time will be counted over the term of his current diplomatic rank.
  • If there are special differences, the fulfillment of extremely important diplomatic tasks, then the assignment of the next rank may occur earlier than the deadline or even without observing the priority algorithm. The latter, of course, is characteristic of the most exceptional cases.

  • Both early and extraordinary assignment of diplomatic ranks to civil servants is carried out only by the certification commission, chaired by the 1st Deputy Foreign Minister.
  • Such ranks as the Extraordinary Plenipotentiary Ambassador and the Extraordinary Plenipotentiary Envoy of the 1st and 2nd class are entitled to be assigned only by the President of the Russian Federation on the proposal of the Foreign Minister. The remaining ranks are appointed by the certification committee.
  • The payment of monthly salaries to a diplomatic worker ceases at the time of his dismissal from service.
  • If a person has both a diplomatic rank and a qualification rank (class rank) of public service, then wages are calculated according to the assigned rank in the diplomatic sphere.

Diplomatic ranks and military ranks are somewhat comparable. There is a strict gradation, regulation of appropriation. As we have seen, the ranking of diplomatic workers is not unique to Russia. In our country, all aspects of this event are regulated by the relevant decree of the president.
