In our country, people with disabilities are for some reason considered either unhappy people or completely incompetent. Therefore, the attitude towards them is twofold: with sympathy or pity. But we must not forget that they are, above all, citizens, and therefore have the same rights as the rest of the Russians.
Rights of disabled people of the 1st group:
- abolition of property tax; True, in some constituent entities of the Russian Federation, only a 50 percent discount applies;
- a disabled person of group 1 who is not able to move freely can use the services of a social worker; To do this, submit an appropriate application;
- receiving a pension, the amount of which is determined in accordance with the requirements of legislative norms. Pension is subsidized and depends on the size of the state social budget;
- reduced fare on all types of transport in the territory of the Russian Federation; it is assumed that a disabled person can go for treatment to a sanatorium suitable for him once for free;
- reduced fare on public transport on a social coupon;
- the presence of a 50 percent discount on transport tax, provided that the car is owned, the engine power of which does not exceed 150 hp;
- the purchase of drugs on a free basis; medications are issued exclusively by prescription in accordance with the results of an outpatient examination. According to the statement, a disabled person of group 1 may receive compensation for the purchase of medicines in accordance with the allocated individual social budget;
- families in which people with disabilities live, claim unscheduled receipt of additional housing in the manner prescribed by applicable law; it should be borne in mind that a disabled person of group 1 does not in itself have such a right. The benefit applies only to cases where cohabitation is considered problematic;
- Providing a 50 percent discount on all types of housing and communal services.
- free admission to any university on a non-competitive basis; however, a disabled person of group 1 regularly receives a scholarship due to him.
- in case of resolving issues of inheritance of property, it has a priority right to receive it;
- labor law prohibits any form of discrimination; the decrease and decrease in wages compared to other employees are prosecuted in law. People with disabilities work on the same financial basis as "ordinary" workers.
Guardianship over a disabled person of group 1 is drawn up in this way. First, all the necessary certificates are collected: a court decision recognizing a citizen as legally incompetent; to this is added a full medical report. Next - copies of passports of the disabled person and potential guardian, TIN; certificate of place of residence (permanent residence; certificate from the social service on the amount of income, pension (for a disabled person) and from work (for a guardian), to which is attached a psychological description; original documents for property recorded on both sides.
