The Muscovite social card was invented to facilitate life and improve its quality among residents of the capital, who are entitled to various benefits. It looks like an ordinary bank plastic card and, in principle, performs the same functions. The main difference is that it is personalized and intended for those who have the right to social benefits. In addition, SCM is a personal electronic key that provides information about the benefits provided to the card holder.
Initially, the introduction of SCM was tested in three districts of the capital. The relevant standards were developed, the concept was agreed. The experiment was considered successful, and from the very end of 2001 began to be introduced throughout the city. It must be said that the ultimate goal of introducing a Muscovite social card as a first approximation is to create a very accurate list of all persons who are entitled to benefits within Moscow. And if you look further into the future and believe in the success of the experience begun in 2001, you are supposed to expand this list to all of Russia.
Types of SCM
According to the main difference in benefits, a Muscovite social card is divided into two types. One gives the right to use public transport free of charge, which includes a tram, metro, trolley bus and bus. Minibuses and, of course, taxis do not belong to the free category. The second type of SCM does not give the right to travel in public transport.
Free pass
Who needs the social card of a Muscovite of the first type? It can be obtained by residents of the capital, who had previously been entitled to such a benefit, that is, disabled people (including minor children with disabilities); children of families, where there are more than three (that is, offspring of large families), as well as one of their parents; both mom and dad of a disabled child (before the age of 18); orphans, again until 18, and children without parental care up to the same age.
SCM of the second type
A Muscovite social card, which does not include free travel, is issued to those who are entitled to lump sum payments for the birth of children from the city budget, including if triplets were born. The same card will be given if an additional allowance is assigned to the young family. The Muscovite social card for pregnant women also belongs to the second type of SCM. To receive it, the expectant mother must be registered at any Moscow clinic before the five-month period of her pregnancy.
Benefits Provided
First of all, having SCM, you can get a discount in stores that are involved in this program. Only a card must be presented before paying. Lists of such organizations can be obtained upon receipt of SCM.
If you write an application in RUSZN, the stipulated grants and payments will be transferred to your Muscovite card - for many this is very convenient. It is possible to simply deposit cash on SCM - the nearest branch of the Bank of Moscow, if you have a passport and a card, will perform this operation. And if you did this before five in the evening, then you can use the money today. If later - you have to wait for the next day.
If you at least sometimes use street telephone booths and there are funds on your SCM, you can use a card instead of money when calling. Just pay attention if there is a sign on the selected booth that the payphone serves credit cards.
Adult Muscovite card holders can get a short-term loan. The upper limit bar for age is 70 years. It is worth paying attention that the “upper” age for lending in many banks is lower - 65, or even 60.
By the way, a Muscovite social card for a pensioner can also be useful by transferring the received pension to it. To use this service, you will need an application to transfer this money to SCM. It must be written to the Pension Fund of your area.
The most used function of Muscovites is the payment of "communal". An automatic money transfer order eliminates monthly visits to the bank, standing in queues and filling out receipts. At the same time, the bank automatically recounts the payment amounts if the tariffs change.
In the near future, when installations for reading plastic cards will be installed in all polyclinics, a Muscovite social card will become an alternative to the compulsory and now medical insurance.
SCM clearance locations
Where to get a Muscovite social card depends on the reason you are entitled to it. So, pregnant women and those who are entitled to lump-sum payments in connection with the birth of children, turn to the social welfare department of the district at their place of residence (in other words, at the place of registration, or, as it is called today, registration). Disabled beneficiaries, parents of children with disabilities, representatives of orphans, large families , etc. should go there.
Students are entitled to SCM only if they have permanent registration in Moscow, if they study full-time at any university in the capital (if only it was accredited by the state). To get a card they need to go to any point of their registration and issuance. Such points are located in special cash desks of the Moscow metro. There, the student will be told how to get a Muscovite social card, how long to wait, where to come for it and what documents to draw up. Alternatively, if a university or institute has taken care of collecting questionnaires and subsequent issuing of cards, then all this can be done right at the university.
A Muscovite social card for subsidies for a communal apartment is issued at the City Center for Housing Subsidies. This is not done every day, so it is better to know in advance so as not to waste time in vain.
There remains a social map of the Muscovite for the student. In many educational institutions, it is organized directly at school. If this is not possible, then the child (and rather, his parents) will again have to contact specialized subway ticket offices.
Package of required documents
Depending on who exactly SCM is intended for, the list of required securities is somewhat different. In any circumstances, an application form will be needed. And to fill it out, you will need a passport (for an adult) or a birth certificate (if the child is less than 14). Further, the documents for the Muscovite social card include medical and pension insurance and a standard size photograph (3 by 4).
The differences come next. The student will have to present a full-time student card. For underage students, the questionnaire is certified by the parents (or guardians, or trustees). It will also require the seal of a school, gymnasium, lyceum, secondary special educational institution where the child is studying.
A woman on demolition, who has a Muscovite social card for pregnant women, must add a certificate from the clinic (maternity welfare clinic) stating that she was registered, and before pregnancy was 20 weeks old.
For compensation and additional benefits
If the Muscovite social card is taken for compensations and benefits from the city budget, you will need a birth certificate for the son-daughter, a certificate from the registry office and a referral from there (given when registering the child, taking into account the submitted documents of the parents - their place of residence and age). If the father or mother does not have a Moscow registration, a certificate of the child’s place of residence is brought. And, finally, one more certificate - from the district USZN - stating that the second parent did not submit such an application and does not receive any child compensation. The last two documents are issued by the relevant authorities only with the consent of the parents, so expect that the receipt will be delayed for several more days to send the request and wait for an answer to it. If compensation is appointed by birth of the first child, documents for previous children will also be required. Moreover, in addition to the birth certificate, you will also need a certificate stating that the child (or children) is registered (s) in Moscow and lives with parents.
How to get a Muscovite social card?
After filling out the application form, the future card holder receives a special coupon. It must be stored until the card is received, otherwise you will have to start again. If the SCM package includes transport without payment, a temporary pass is issued simultaneously with the coupon, which will replace the card until it is received.
For the card itself, one must come to the same place where the application was submitted. You should bring your passport with you (for minors - a birth certificate) and the coupon that was previously issued.
Since it takes time to make any plastic card, the deadline for receiving SCM will be set at around two weeks. If inaccuracies and mistakes are made during filling out, the questionnaire will have to be replenished, so it’s better to check everything for the first time, and if you submitted an application at the metro ticket office, ask the employee to check whether you did everything correctly.
In addition to the card itself, the Muscovite also receives instructions for its use, a list of shops and enterprises where you can buy or receive discounted services on the card, and a sealed envelope, which, like when receiving a credit card, contains the PIN code for the card.
Rules and possibilities of using SCM
The bank account that opens after accepting the application form, processing and issuing the card may receive the compensations, surcharges, pensions and lump sum payments that the state charges you. To save time, so as not to travel personally to receive money, you should write a statement to the right organization, according to which the funds will be transferred to your card. For example, if a student wants to receive a scholarship for her, he must report this to his university. A pensioner about his pension will go to the “native” branch of the Pension Fund. For utility bills, you will need to visit a housing subsidy center. But all these trips will need to be made only once.
You can save time with one-time orders on the distribution of money received on the card. As already mentioned, the most popular is the payment for servicing an apartment - the bank will itself monitor the changes in tariffs and the timeliness of payment. But you can also order to pay monthly, for example, for tuition - if the child is studying in the paid department of the institute or attends additional classes, circles and sections. You can pay for insurance or the necessary treatment on time - for this, however, you will have to visit not only the bank, but also the insurance company or medical institution to clarify whether they accept such payments.
There are opportunities and cashing money through an ATM. However, only three banks participate in the program - TransCreditBank, VTB24 and Bank of Moscow. When using their ATMs, a commission is not taken. The rest of the banks will take their percentage, and although it is small (0.5), at each withdrawal of money in “unfriendly” ATMs you will lose from 50 to 100 rubles. So it’s unreasonable to withdraw small amounts - they will take a minimum in any case.
In order not to get lost and not to get confused in expenses and revenues, it is convenient to use SMS banking. All changes to your account (both withdrawals and receipts) will be sent to the specified mobile number. The first couple of months, this service is even free, and then it costs only 50 rubles a month.
How long is SCM valid?
The validity period of a Muscovite social card, unlike bank cards (1 year), is designed for 5 years. In order to find out what date it is valid for, the last month during which it works is knocked out on the QMS to the left of the Visa logo. Until 2013, after the end of the QMS, it was necessary to change it. You could do this either where you received it (for example, in a social security interview), or all in the same specialized ticket offices in the subway. Moreover, the new SCM was made one and a half months before the end of the old. Some Muscovites using mobile banking said they even received a warning message about the imminent replacement of the card. Others complained that they could not find information about where they should change the expired SCM.
Now the authorities decided that replacing cards is inconvenient and disadvantageous. Instead of changing the card, it is now extended. It is promised that the extension is carried out automatically, that is, when making another trip on the map.
However, those who receive monetary social assistance, especially under changed circumstances (changing the place of registration, giving birth to another child or establishing disability), should preoccupy themselves with the question of how to extend the Muscovite social card. You will have to go for an answer either to the social security service or to the same subway ticket offices. Perhaps you won’t give specific recommendations: in different areas of the city there are some procedural subtleties. The common thing is that to get a new card you will need a passport and an old one.
Loss or damage of SCM
If you accidentally ruined the card, for example, wore it next to a mobile phone and keys (and it, by the way, is magnetic) or a little child played around, there is only one way out - its replacement. But even if you don’t need to sound the alarm, because no one will be able to use it, and when recovering, you have something to present, albeit in a spoiled form.
But if the SCM is lost - it’s another matter. As in the case of a credit card, the loss of a card must be reported to the Bank of Moscow first of all, especially if there was money left on the card. The bank will block your QMS, at least you won’t have to grieve about the funds spent by someone else. The second step is to notify the RUSZN. Without fixing the fact of loss, it will be difficult for you to get a new one. By the way, if there is still a map, then again, both organizations need to be told about it.
The following actions are the same as for damage to the card. Application form, a package of documents, plus your application in RUSZN. Keep in mind: if the card is damaged by you, you may have to pay for a new one.
