We calculate the cutout radius for the waist according to the formula R = OT / 2π, where OT is the volume of your waist, and π is a constant value of 3.14.
Add the DI to the resulting radius. Multiply by 2.

You need to measure your hips and do some simple calculations. Do not forget about allowances for seams, and in addition to them, leave a margin for the belt on the upper tier.
The height of the tiers can be any. You can simply divide the product length by 3 to get the same cuts. If you plan on more than three tiers, make each successive approximately one third wider than the previous one.
Getting started is easier from the bottom. Pick up the edge of the strip, form folds. Sew it to the flat edge of the smaller strip. Sew and sweep the edge.
Do the same until you reach the top. The easiest way to draw a skirt into the waist of such a skirt. To do this, bend the edge, stitch, leaving a small hole. Insert an elastic band into it whose length is equal to your OT.
