If you write true, the rule will be applied in your game world, and if you change this value to false, then it will not be applied. Thus, if you want to keep your items from your inventory after death, you need to open the console and enter the gamerule keepInventory true command. From now on, in your world, the character will keep all his things after death, until you decide to change the value true to false.
