Payments under insurance contracts signed before 1992, the state paid in domestic debt to the population.
Rosgosstrakh OJSC collects and prepares documents for calculating and receiving compensation payments. He was appointed successor to the USSR State Insurance. The processing of incoming requests is entrusted to a specially created unit - the Settlement Center for Compensation Payments (RCSC), located in Ryazan.
Official information
Rosgosstrakh does not make compensatory payments on its own. He is only an intermediary (operator) between the state and the insured person. That is the main responsibility of the Center to collect and process requests. And the Federal Treasury is directly involved in the payments.
To apply to the RCSC, you need to collect a package of documents and send it by Russian Post by registered mail (preferably with a delivery confirmation) to the address: 390046, Ryazan, ul. Vvedenskaya, house 110, RCSC. The center is uniform for the whole country and accepts applications, regardless of the region where the insurance contract is concluded.
Scheme of work
The Center for Compensation Payments of Rosgosstrakh accepts documents and registers them. Then there is a search and entering information into the database, the amount of compensation is calculated according to the submitted documents. The next step is to fill out a refund application.
Documents are considered for about two months.
The Center sends the application to the regional Ryazan UFK (Office of the Federal Treasury). It is from there that funds from the state budget are transferred to the applicant's bank account.
It should be noted here that before submitting documents it is necessary to find out from the credit institution whether it allows the transfer of additional cash contributions, or whether such a service is not provided for by the terms of the contract.
Who can claim
Article 15 of the Federal Law of December 19, 2016 No. 415- “On the Federal Budget for 2017 and for the Planning Period of 2018 and 2019” guarantees the continuation of the payment of indemnities for endowment insurance policies that are open until January 1, 1992. Subject to one condition: the redemption amount (insurance) was not paid until the same date.
That is, to date, it is possible to issue a payment to persons who have drawn up insurance contracts before 1992. Now, citizens who have concluded insurance contracts with Gosstrakh, as well as their successors (but if all the necessary documents are available) can apply for compensation.
The RCSC works only with citizens of the Russian Federation.
Package of documents
The Center’s specialists recommend that you carefully check: the contract was really drawn up until 1992. And also specify the insurance group: children’s, retirement, wedding or mixed. Rosgosstrakh deals only with these insurance contracts.
In order to receive a compensation payment, a statement must be made at Rosgosstrakh. Both the insured and the person having the power of attorney have the right to do so. The statement should describe the situation in as much detail as possible and list the proposed documents. If no data are found in the database, the insurer requests that a statement of monthly insurance contributions be attached to the copy of the insurance certificate. The main list of documents is as follows:
- Passport;
- Insurance policy (or an extract from a personal account, an explanatory note from the insurer is also suitable);
- Confirmation of recalculation (increase of contributions by 40%, carried out in 1991);
- A document confirming the change of surname (for the entire insurance period);
- Death certificate (for heirs);
- Proof of citizenship of the deceased (certificate from the FMS, the registry office or from a notary public);
- Documents confirming the right of inheritance;
- Bank account details or notification of the Russian Post (if you wish to withdraw money through it).
Papers are sent by registered mail to the above address, or are personally brought to any of Rosgosstrakh's branches.
After reviewing the documents, the organization notifies of the possibility of receiving reimbursement and the timing of its execution.
If the documents prove to be insufficient, the applicant will receive a letter asking him to submit the missing papers.
Judging by the reviews on compensation payments of Rosgosstrakh, it is advisable to first send one application. And only then, having been refused, send supporting documents.
Refund Amount
Compensation payments Rosgosstrakh calculates according to the following rules.
Applicants born before 1945 receive a threefold reimbursement of account balances until 1992 (minus previously paid amounts).
Applicants from 1946 to 1991 inclusive receive a double refund of account balances until 1992.
The assignees are entitled to compensation in the form of material assistance for funeral services, in the event of the death of the depositor from 2001 to 2016 (no more than 6,000 rubles). But the funeral expenses can be fully covered if the contribution was more than 400 rubles. Or compensation will be offered in excess of the balance of 15 times.
All calculations of compensation payments of the Rosgosstrakh insurance company are made taking into account the value of money in 1991.
The date of termination of the contract with Gosstrakh may also affect the amount of compensation. Each case is considered individually. The applicant is informed only of the amount of funds returned and the conditions of payment.

Rosgosstrakh Bank: compensation payments
Today, payments can be made through this credit institution. The bank has been operating for over 20 years and is among the leaders in its environment.
If you make payments to the account of the RGS bank, then you need to keep in mind that:
- an account is opened automatically upon receipt of an application;
- notification of admission comes in the format of an SMS message, or by registered letter (without unnecessary expenses from the applicant);
- money can be withdrawn at any additional office of the bank or at the Russian Post only upon presentation of a passport.
Feedback on compensation payments at Rosgosstrakh Bank is entirely positive. The only thing customers dream about is to execute documents remotely, that is, without leaving home.
Better not to delay
Specialists recommend not postponing the request to the RCSC. There are several reasons, but the main one is as follows: there are no legislatively established deadlines for consideration of the application and the procedure for compensation. And the Government every year determines the amount for compensation payments of Rosgosstrakh. But almost every year by the beginning of autumn there is a shortage of funds with a large number of pending applications. In this regard, the Center suspends the receipt of documents until a new order of the Government of the Russian Federation.
This year, the state allocated more than 8 billion rubles for these purposes.
