Felt will do. But you can also make them from satin fabric, but you will have to sew two patterns together on the wrong side and then turn them on the front side, ironing each part separately. If you have a lot of free time and a sewing machine, then this option is also valid.

The pattern resembles a drop in shape. On the one hand, we see a semicircle that gradually narrows, and on the other, it turns into a sharp corner. Further, circling the contours of the pattern on the fabric with chalk, we cut out two patterns for each bud. On the wrong side, we outline a sharp edge, leaving the semicircle not sewn. Then the product is turned on the front side. In the hole in the formed pocket, you need to put filler. It can be cotton wool or synthetic winterizer. Then the parts are sewn together with the inner seam, but not to the end. Leave a small hole for the stem. It is sewn from two thin strips of fabric. In order for the flowers to stand in a vase, you need to insert a wire or a thin twig wrapped in cotton wool or sintepon inside. The stem is inserted into the tulip hole and sutured. It remains to sew a sheet, and a tulip made of fabric with your own hands is ready.
