The famous Russian scientist in the field of molecular medicine, academician Mikhail Paltsev, has been the rector of the country's most famous higher medical educational institution, the Moscow Medical Academy named after I. Sechenov. However, in 2009, in June, according to the order of the Minister of Health and Social Development of the Russian Federation Tatyana Golikova, he was removed from this post. As the media wrote about this, his resignation was due to the opposition of the rector of MMA to the reform of the Russian Academy of Medical Sciences, as a result of which the Academy would lose a number of clinics under its subordination. By the way, Mikhail Aleksandrovich Paltsev at that time was also vice-president of RAMS. According to another version, the minister’s decision was related to a personal conflict between her and the rector. The resignation order was signed on July 19, 2009, and on July 23, Mikhail Alexandrovich Paltsev demanded public explanations from Golikova, since she had no good reason for such a move. He even sued the ministry, because he did not see any guilt. Another version appeared in the press - the rector was “inconvenient” and “insubordinate”, as were several other heads of higher education institutions, who were also dismissed during 2009. He did not succeed in reinstating himself as rector, but since 2015, he has been appointed the Chief Scientific Secretary of the RAS.

Academician Mikhail Paltsev: biography
The future scientist was born in November 1949 in the capital of the USSR, Moscow. His father, Alexander Gerasimovich Paltsev, was a construction engineer. From the very first days of World War II, he was called up to the front, and after its end he returned to his activities and began reconstruction of the destroyed cities. For more than 20 years, Alexander Gerasimovich headed the Giprotorf Design Institute. Mom Mikhail Alexandrovich was called Valentina Mikhailovna. She was a housewife, was engaged in raising her son.
Education
Misha studied well at school to the delight of his parents. He was a very responsive and kind boy, whom all teachers loved. In 1966, he graduated with honors from a Moscow high school. Since childhood, listening to his father’s stories about friends who were killed or wounded at the front, he dreamed of becoming a doctor and saving lives, so after receiving a certificate of maturity, without thinking twice, he applied to the 1st Moscow Medical Institute. I.M.Sechenova. After passing the exams, his surname was also on the list of applicants to the medical faculty. From this began his medical biography. Mikhail Paltsev did not miss a single lesson, he decided to devote himself entirely to medicine. Scientific activity
After graduating from the institute, Mikhail A. Paltsev entered graduate school. After defending his Ph.D. thesis in 1975, he received the degree of Candidate of Medical Sciences and remained working in his native institute - first as an assistant, and then as a senior teacher and associate professor. The scientist Finger Mikhail did not want to stop there and soon took up his doctoral dissertation. After her defense in 1985, he received the position and title of professor at the Department of Pathological Anatomy of the First MMI. Since 1990, he was appointed head of this department.

Position of Rector of MMI
In 1987, at the 1st Moscow Medical Institute for the first time in its long history on an alternative basis, the world-famous scientist Mikhail A. Paltsev was elected rector. After 3 years, the institute receives a new status, as a result of which it is renamed the Moscow Medical Academy. Sechenov. Mikhail Alexandrovich remains its leader. After that, he is re-elected to this post for another 4 terms. Moscow Medical Academy I. Sechenov, under the leadership of Paltsev, actively participated in various transformative and innovative programs not only at the university, but also in the medical education system throughout the country. As the rector of MMA, Mikhail Aleksandrovich Paltsev fully contributed to the development of research activities in the field of medicine. Biomedical science has become a priority. Despite the crisis of the 90s in science in general, and in medicine, in particular, the academy managed to maintain personnel scientific potential, almost none of the valuable employees was reduced. During the activity of the rector Paltsev, 6 research institutes began to work in the structure of MMA: pharmacy, phthisiopulmonology, public health and public health, molecular medicine, breast surgery, medical parasitology.
Social work
Two Orthodox churches were located on the territory of the academy - the Archangel Michael and Dmitry Prilutsky. At the initiative of Mr. Paltsev, these churches were restored and handed over to believers. This is not a simple repair. The Church of the Archangel Michael was in very poor condition, it had to be restored from the ruins. Educational activities
In the life of Mikhail Paltsev, the scientific and pedagogical work that he leads at the Department of Pathology takes an important place. In 2002, the Finger-led group began work on the development of drugs for the treatment of infectious and oncological diseases as part of the Ministry of Health of the Russian Federation program in the field of “Molecular Medicine”. Post rectorial activity
After a scandal erupted in 2009 between the rector of MMA named after Sechenov and the Minister of Health of the Russian Federation Tatyana Golikova, countless investigations and trials, Mikhail Paltsev was forced to leave his rector's post. His team collected signatures against the dismissal of the permanent rector, who held this position as a result of the vote. But he was not able to recover his posts, or he himself had no desire.
