The birth of a baby is always a holiday. At the same time, parents have a huge number of new concerns, including material ones. The state supports young families by paying various kinds of benefits. Their size depends on what kind of child this is in the family, what financial opportunities parents have, etc. In some regions, a gubernatorial allowance for the birth of a child has been introduced, paid directly from the treasury of a federal subject.
So, what kind of payments are due to a young family if they have a first or subsequent child?
Firstly, this is a lump sum payment for the birth of the baby, which is received at the place of work or (if one is not available) in the social protection authorities. The amount is indexed annually. For example, in January 2013 it was increased and amounts to just over 13 thousand rubles. If two or more children appear in the family at once, then payment is given for each of them.
Secondly, until the child reaches one and a half years old, the mother (another parent or the person who replaces her) can receive a monthly allowance at the place of work (it will be 40% of the average earnings) or in social protection authorities. In the latter case, the amount of benefits is fixed. The payment is periodically indexed; the amount is usually set from January of the new year.
In addition, it is important to note the gubernatorial allowances, the amount of which and the payment procedure depend on the region in which the family lives. The coefficient of this amount is calculated separately, including the regional allowances.
For example, in Moscow, parents who are not yet 30 years old are paid a gubernatorial allowance for a child in the amount of several subsistence minimums (for the first baby - five, for the second - seven, for subsequent children - ten). In the Altai Territory, 50 thousand rubles are given at the birth of children, in addition, it is practiced to allocate a plot of land for large families.
In such a large city as St. Petersburg, the compensation payment today is about 20 thousand. In this case, the amount increases if the baby in the family is not the first. The governor's allowance at the birth of a child in the Vladimir region is 100,000 rubles.
I must say that these payments are financed from the budget of the constituent entities of the Russian Federation, so the amount may vary significantly depending on the region. So, in the Kuban when the first-born appears, one thousand rubles is given. For the second child, the amount increases by 2, and for the third - 5 times.
The governor’s allowance for the birth of a child, established in the Voronezh region, is fixed at 20 thousand, regardless of which account the baby was born in the family. Dagestan provides for payments to mothers who have triplets. The amount of payments is fixed - 80 thousand rubles.
To receive a gubernatorial allowance at the birth of a child, you need to contact the social security department directly at the place of residence. In this institution, you can learn in more detail which documents will be needed to process the payment. Social security workers will also help clarify the amount of benefits. Parents who work can receive money directly from the employer. Personnel department employees are required to notify the new mother (or father) about what papers they need to collect for this.
