You can get it there, in the personnel department.

It should be remembered that in the Russian Federation there is law No. 27-FZ, which says that the policyholder, that is, your official employer, must and even must restore your pension insurance certificate. But it should be remembered that if you lost your certificate before getting a job, the employer has the right to refuse to help you in obtaining a document. This obligation falls on your shoulders.
