Any service in the enterprise has normative, reference and other supporting documents that โtellโ how to properly conduct the process of accumulation and accounting of data. Human resources is no exception. One of the main documents in its paperwork is considered a work book. All entries in it must be kept in a strictly defined manner. For this, an Instruction for filling out work books was developed. It was approved in 2003 by the Russian Ministry of Labor and replaced the document that had been in force in the Soviet Union since 1973.
Instructions for filling out work books determine the procedure by which all work books, the enclosed leaflets, and also duplicates issued in exchange for lost documents must be executed. This manual explains how to make a record.
Instructions for filling out work books include 7 parts. The first includes a general description of the form of the work book and all its sections, and also explains how and by what records are made in it. The second part is devoted to the correct filling of the cover page of this form. This is usually done with the primary job application.
In the process of work, a person can receive a new education or profession, change his last name, first name or patronymic. All these data are accurately recorded on the cover page, and the documents on the basis of which the corresponding records are made are indicated on the inside of the cover. The following two sections contain information about the work of a citizen and his reward for his success.
Instructions for filling out work books pay special attention to entering data on the dismissal of an employee. The fifth and sixth parts of it are devoted to this. According to the legislation of the Russian Federation, termination of labor relations is carried out under article 77 of the Labor Code. 11 points of this article clearly delineate the reasons for dismissal. Therefore, when making the relevant entries in the workbook, it is necessary, in addition to the article itself, to indicate also the paragraph of the article of the Labor Code, in accordance with which the dismissal of a particular employee is made.
The last part of the manual contains information on filling out a
duplicate work book. It clearly describes when and to whom such a duplicate is issued, and also explains the rules for entering information about the employee.
This Instruction is a kind of labor book rules. An incorrect entry may deprive a person of the right to certain benefits and thereby violate his rights. Every specialist in the personnel department must know these rules thoroughly in order to correctly apply them in practice.
The instructions for maintaining labor books contain not only the rules for making entries in them. It is directly consistent with the Labor Code, article 66 of which states that the employer must have a workbook for each employee if he has worked for more than five days at the enterprise. Admission data must be entered in his workbook, and the book itself is registered in the Traffic Registration Book of the corresponding forms. And it doesnโt matter at all whether a citizen works in any organization or with an individual entrepreneur. The law is one for all.
