Biography Politician
Said Amirov was born in 1954. He was born in the village of Dzhangamakhi in the Levashinsky district in the territory of the Dagestan SSR. He grew up in a large family, his father was a Dargin by nationality. This is one of the largest peoples of Dagestan, its representatives profess Sunni Islam.
Said Amirov began his career in 1971 in consumer cooperatives, having managed in twenty years to build a successful career - from an ordinary employee to the chairman of the board of Dagpotrebsoyuz.
Education
After school, Said Amirov received higher education at the All-Union Institute of Food Industry, graduating with a diploma in economics in 1983.
In 1992, he became a candidate of economic sciences, defending a dissertation at the State Engineering and Economic University in St. Petersburg. Over time, he managed to successfully defend his doctoral dissertation in economics.
Political activity
During perestroika, he seriously took up politics. Already in 1991, he managed to get the post of deputy chairman of the council of the republic. And then be elected as a deputy in the Makhachkala city council. Also, the hero of our article becomes a deputy of the Supreme Council of the Dagestan SSR.
In 1998, Said Amirov, whose biography is given in this article, becomes the mayor of Makhachkala, he manages to win a landslide victory in the election of the head of administration. With great advantage, he manages to get ahead of his closest competitor Shirukhan Gadzhimuradov.

In 1999, many in Makhachkala were concerned about the proximity of militants from Chechnya, who had committed terrorist acts throughout the country by that time. In the summer, Amirov even leads a militia detachment after the invasion of a large group of separatists into the territory of Dagestan, led by well-known terrorists of that time, Khattab and Shamil Basayev.
In Dagestan, it was Amirov who stood at the origins of the formation of the local cell of United Russia. Moreover, both local Makhachkala and regional. Then for a long time he headed the branch of the party in power in Makhachkala itself.
For a second term
In 2002, he manages to extend his term in the Makhachkala administration. At that time, the mayor of the city was no longer elected in a popular election, the decision was made by the deputies of the city assembly.
In Makhachkala, Said Amirov secured enviable support: 39 out of 42 deputies entrusted him with the leadership of the city for a second term in a row. It is worth noting that prior to the session of the city meeting, there were simply no alternative candidates except Amirov for the post of head of administration. Already during the meeting itself, the deputy chairman of the city assembly, Sergei Miroshkin, was unexpectedly proposed, apparently so that the elections were not alternative. He was supported by two deputies.
After the official announcement of the results, Makhachkala Mayor Said Amirov stated that his main goal would be to make the capital of Dagestan one of the most comfortable cities in the country. As experts noted in 2002, according to the results of opinion polls, the majority of local residents spoke out for the hero of our article retaining his post. Re-election a third time
Said Amirov turned into one of the most influential politicians in Dagestan in 2006, when he became the head of the administration for the third time in a row.
True, in the same year, Amirov was on the list of candidates for the post of president of Dagestan. The candidacy was to be approved by Vladimir Putin. In addition to Amirov, Saidguseyn Magomedov and Mukha Aliyev claimed the highest position in the region.
As a result, the head of state approved Mukhu Aliyev for four years as president of the republic.
The best head of administration
Amirov’s career in politics was very successful. In 2010, residents of the region re-elected him for a fourth term. The 56-year-old candidate from United Russia won, as they say, with a clear advantage.
The elections themselves gathered a high turnout - more than 80 percent of voters came to the polls. 91.4 percent voted for the hero of our article. Ali Abdulbekov, the runner-up nominee, received about four and a half percent of the vote, while Madera Kanberova, the third member of Just Russia, won 3.8%. The local election commission noted that the elections were held without incidents and significant violations.
In April 2013, Amirov’s work was highly appreciated at the national level. He received a diploma for first place in the competition of municipalities, becoming the best leader in this field. Igor Slyunyaev, who at that time held the post of Minister of Regional Development of the Russian Federation, personally congratulated him on the victory. Then no one could imagine how Amirov’s fate would turn out in just a couple of months.
Criminal proceedings
On the first day of the summer of the same 2013, local and federal media spread the sensational news about the detention of the mayor. The official was detained in Makhachkala, from where he was immediately sent to the Russian capital. Soon it became known about the arrest of Said Amirov. He was charged with organizing a murder in 2011. Investigator Arsen Hajibeyov became the victim then.
Two weeks later, the Basmanny court temporarily removed the hero of our article from the post of mayor, and at the end of the month he was removed from the post of head of the regional branch of the United Russia party. Politics was defended by a whole group of lawyers, led by Vladimir Postanyuk from Moscow.
When Amirov was already under investigation, charges were brought against him for preparing a terrorist attack. In July 2014, a court sentenced him to ten years in a penal colony.
According to investigators, Amirov planned to eliminate his political rival Sagid Murtazaliev, who led the regional branch of the Pension Fund. To do this, he purchased a portable anti-aircraft missile system, from which it was planned to bring down an aircraft with Murtazaliev on board. In the cache was discovered MANPADS. At the same time, Amirov himself did not plead guilty, his lawyers insisted that the witnesses testified under torture.
The case of preparing for the attack, the organization of the murder of Hajibeyov was completed to investigate in the spring of 2015. Amirov and his alleged accomplices were found guilty under the articles “Banditry”, “Participation in an illegal armed group”, “Illegal arms trafficking”, “Terrorist act”. The case was decided to transfer to the military district court in the North Caucasus, which on August 27 sentenced the ex-mayor to life imprisonment. Already in prison, Said Amirov appealed the verdict. The Supreme Court upheld it.
After the decision came into force, the accused was transferred to the Black Dolphin Prison for Life. Said Amirov is now in it on the territory of Sol-Iletsk.
Lawyers filed a complaint with the European Court of Human Rights, which admitted that Amirov should not have been in jail and colony in unsatisfactory conditions, like a seriously ill person.
Attempted official
During the stay of Amirov in power, his life was repeatedly attempted. One of the first cases occurred in April 1993, when he worked as deputy prime minister. The criminals shot the politician several times, injuries in the spine resulted in partial paralysis. After that, for some time he lost the ability to walk, and then moved in a wheelchair.
The next time Amirov’s life was threatened due to the third assassination attempt in May 1997. As a result of the attack, four people were killed, but the official himself was not injured.
Terrorist attack in Makhachkala
In July 1998, they tried to kill him for the seventh time. The mayor’s office window was shot from several grenade launchers. Already on August 8 another attempt was made, and on September 4, an explosion occurred in the house of the head of the Makhachkala administration, Said Amirov. It was one of the most high-profile and bloody terrorist attacks in the history of Makhachkala.
Terrorists parked a UAZ minibus with a bomb inside near the house of the head of administration on Parkhomenko Street. The explosion caused massive damage. 29 houses were actually wiped off the face of the earth. 18 people became victims of the attack, of which there were four children. Another 91 were injured. At the same time, the house of Amirov himself remained intact, the politician was not injured. After this tragedy, a three-day mourning was declared in Russia.
The search for terrorists was carried out by FSB officers; 6 suspects were arrested on charges of involvement in this crime. Law enforcement authorities managed to prove their guilt in court. The organizers were recognized as a police officer Zubair Murtuzaliev, as well as the head of the Russian Pension Fund in Buinaksk Timurlan Aliyev, the head of the bakery in the city of Kaspiysk Magomed Mukhtarov with his deputy Magomedov Khanov.
The court found that, on their order, an explosive device was manufactured by a riot police officer named Victor Mezentsev from Tyumen. He installed it. The explosion was carried out on command, which was given from the remote control by another participant in the crime named Ismail Ismailov.
In the spring of 2000, the Supreme Court of Dagestan sentenced. Aliyev and Murtazaliev were sentenced to life imprisonment, Mezentsev received 25 years in prison, Ismailov - 22, and two more suspects, recognized accomplices, fourteen and four years, respectively. Khanov and Mukhtarov were detained later. They were also convicted, sentenced to life imprisonment.
Personal life
Amirova’s wife is Sultanum Kurbanovna, she is two years younger than her husband. Said Amirov has many children.
In 1977, his son Magomed was born. He became a deputy of the National Assembly of Dagestan. From 2011 to 2016, he headed the United Russia faction in the regional parliament, led the committee on legality, legislation and state building.
Two years later, the second son Dalgat Saidovich was born. Until 2013, he headed the department of the federal court bailiff service in the Republic of Dagestan, his activities after the arrest of his father are not known for certain.
The politician also has two daughters. They never became important public figures, did not occupy important posts. Only names are known about them - Asiyat and Javriyat.
It is worth noting that Amirov has a large number of relatives who at various times held and hold responsible posts. His brother Magomedsalam leads the Kirov District Court in Makhachkala. Two nephews at different times were deputies of the State Duma:
- Magomedkadi Hasanov entered the federal parliament from the third to the sixth convocation inclusively. He was a member of the United Russia party. Now 55 years old, he is a graduate of the Lenin State University in Dagestan and the Academy of Public Administration under the President of the Russian Federation.
- His brother Jamaladin Hasanov was a deputy of the lower house of the Russian parliament from the fourth to the sixth convocation. At first he represented United Russia, then he went to the State Duma in 2007 as a deputy from the liberal democratic party. In 2011, for some time he was a member of the "Just Cause", and then joined the "Fair Russia", represented her faction in parliament.
Jamaladin is a graduate of the fur and fur technical school in Saratov, began his career in various positions at the Nevinnomyssk Combine. Then he was the chief federal inspector for the Caucasian Mineral Waters and the Kabardino-Balkarian Republic, led the inspection to control the sources of domestic financing and non-tax revenues of the federal Audit Chamber. Another nephew of Amirov until 2013 served as deputy head of the administration of the city of Kaspiysk. After the arrest of the influential mayor, most of his relatives lost their posts.
