Probably, many computer system users who use Miniport WAN PPPoE technology or a high-speed connection to connect to the Internet sometimes encounter an ambiguous problem when instead of the expected access to the Network, a 651 error message appears on the screen (connection error). First, consider the nature of such a failure. As a rule, the text of the message indicates that the modem or router returns an error when trying to use their settings to connect.
In other words, either a physical or a software level has a problem that blocks access. We will not go into details of the technologies themselves used to create or establish a connection, but rather focus on the causes of such failures and the simplest methods for fixing them.
Causes of the error
It goes without saying that there can be many reasons for the 651 error when connecting to the Internet (Windows systems are taken as an example). Of all this diversity, only those that are most often found and are, so to speak, the main ones can be distinguished:
- damage to equipment and cables at the physical level;
- PPPoE client malfunctioning
- the presence of a dual network connection;
- connection blocking by antiviruses and built-in Windows tools;
- Incorrect settings in the router settings, etc.
Based on what is presented in the list, we will look for a solution to fix the 651 failure (connection error) for each specific case.
If physical damage is present
First of all, if a computer or laptop suddenly gives warnings of this kind, you should not immediately look for the reason, say, in viruses or in the “gathering” of network connection settings. Everything may turn out to be banal simple: maybe the network cable is damaged, maybe there has been a power surge, maybe the connectors are somewhere loose, but does it matter?

Naturally, it is advisable to check all components or “ring” the cable. However, a simpler option often helps. First, in the warning window, click on the line with a suggestion to try again. Who knows, maybe it was a passing glitch. If this does not help, you can try to completely restart the computer terminal and the router (router). In this case, between disconnecting and reconnecting the router, you need to pause at least 10 seconds to reset the settings, and then wait for the full load. To do this, use the Win + R keyboard shortcut that calls the Run menu, where the rasphone.exe command is written in the line. Next, you should choose one of three options (for PPPoE a high-speed connection via modem or DSL is used), after which you just need to follow the instructions of the "Wizard".
Accordingly, the newly created connection must be checked for operability. If a connection error 651 is also observed in the new connection (Windows 7, for example), then you will have to check some parameters and settings. First of all, make sure that the router and the Wi-Fi module on the computer or laptop are turned on. It is possible that the settings for the router set the wrong parameters for VPN networks, etc. But first things first.
Outside network presence
One of the reasons for such failures may be the presence of a second connection, for example, when two network adapters with two parallel communication sessions are installed on the user's computer. Problems with antivirus and firewall

However, as practice shows, the firewall is more different here for the worse.

Incorrect router and protocol settings

You can enter them through any of the Internet browsers by entering either 192.168.0.1 or 162.168.1.1 in the address bar (it all depends on the model of the router). In general, this address can be found on the label below. There you can find the login and password, if any.

Additional registry actions for server OS
Failure 651 (error when connecting to the Internet), of course, can occur on server versions of Windows. In particular, this concerns the modification of Windows 2003 Server. Here the specifics of fixing the problem are somewhat different, although the above methods sometimes help.
But in this case, it is better to use the registry editor, called by the regedit command from the Run menu bar (Win + R), where you need to navigate the HKLM tree branch through the SYSTEM, CurrentControlSet sections and then to the Parameters folder located in the Tcpip directory.
Here, first create a DWORD parameter with the name EnableRSS and assign it a value of 0, and then in the same section, create a DWORD parameter with the name DisableTskOffload with a value of 1. If this parameter is already in the registry, you just need to change the value to one. After that, without fail, for the changes to take effect, the computer terminal needs to be rebooted.
