The first troupe was very small. She gave occasional performances and performed on other people's stages. Puppeteers received the status of a state theater in 1935. In the same year, they allocated a building in which the school was located before. In 1936, a studio was opened at the troupe, where future puppeteers studied.

During the war, the building was given over to the hospital. Most of the troupe went to the front. The remaining artists became part of the propaganda teams.

In the years 50-60. the theater was actively developing. At that time, it was located in the building where before that there was a mosque. In 1959, the theater received regional status.

In the 70s. a new era has begun. Artists began to work together with dolls without a screen - in a living plan. Performances for adults appeared in the repertoire. In 1972, the troupe settled in a building on Kirova Street, where it is located today.

In the 90s, actors took an active part in various festivals and competitions, often winning, becoming laureates or grand prix winners.

The name of Valery Volkhovsky was given to the theater in 2006. Then the collective became the organizer of the Straw Lark festival among puppeteers at the international level.

Since 2008, Alexander Borok, who has returned to the troupe, becomes the main director. In 2010, the Chelyabinsk Puppet Theater celebrated its 75th anniversary. It was timed to coincide with the international festival "Ark". The project was supported by the Ministry of Culture of Russia.
