This layer arose in 1930, it is characterized by a strict code and an exceptional level of closeness and conspiracy.

Yuri Viktorovich Pichugin was born in 1965. He is an influential Russian criminal authority, a thief in law. Thief in law Pichuga was convicted several times, was serving sentences for theft and robbery. Yuri Viktorovich belongs to the leaders of the criminal world of the Komi Republic. Pichuga, a thief in law in Komi, acts as a “criminal judge” during the analysis of various disputed situations. He was surrounded by the reputable Grandfather Hassan. Already in 2008, Pichugin Yuri was a member of the thieves ’clan of the Grandfather Hassan’s clan, which was held in Moscow, 10 people were crowned at this gathering. Among the friends of Pichugin one could meet such well-known authorities as Alexander Khlynov, nicknamed Bely, or Figure, Maxim Abubakorov, Makhach Azizov and his younger brother Lomono Azizov, Roman Kashchaev nicknamed Kashchei, Sergey Lysenko, etc. Khlynov was crowned by Georgian thieves in 2001 under the patronage of Pichugin, and he was a deputy during his absence. After the murder of a guard at the entertainment center, A. Khlynov went on the run. But in 2007 he was detained in Moscow and transferred to Komi, and in 2008 he was detained for 9 years, he served his sentence first in Syktyvkar, and then in the Omsk region. In 2010, Bely was killed during a thieves rally.
In 2011, Pichugin appointed Azizov the “overseer” of Syktyvkar, and soon he was imprisoned for arbitrariness. Roman Kashchayev was “crowned” under the patronage of Yuri Pichugin, he was responsible for the Krasnodar Territory. The police did not arrest all 40 people detained in Yalta, but only held a preventive conversation about the deterioration of the criminal situation. We can say that they were just scared and did not do anything. All 40 people belonged to one thieves' clan, and most likely their meeting was friendly and working.
